Roberts suggests that the persistence of the question 'What is Design?' relates to a struggle to restructure part of the practice in secondary education to formulate a coherent curriculum model. The issues discussed include how the institution of education might be more appropriate and the relations between well-established practices and innovatory efforts. The author asks, who are the recognised practitioner-advocates in the design education area of the secondary curriculum? What kinds of activity are implied or made explicit? What are the likely institutional consequences of the design education movement in general education?
