Born Again or Dumbing Down? Cultural Trends in the 1990s

This paper is about the difficulties of describing cultural trends in the 1990s. The paper is organised in three sections. The first, provides some background to the government's aspirations, and considers long term changes in our perceptions of culture before moving on to consider some of the more alarmist aspects of the media's take on the cultural state we are in. The second section examines the evidence - what the UK's cultural sector provides, what gets supported, and who benefits. And, the third section considers what the cultural sector is doing, or rather, not doing, to promote itself.
